What it asks
The questions underwriters ask, in plain English.
Each one comes with a line saying why it's asked, so your client answers fully the first time.
- 1List each tenant and what they use the property for (for example a café, an office, a family home).A tenant's trade can bring fire, theft or injury risks the building would not otherwise have.
- 2Is any property shared by several tenants with common areas such as walkways, stairs or entrances? As landlord your client is usually responsible for injuries in the common areas.
- 3Are any homes let on a short-term basis (for example through Airbnb or by the week)?Frequent changes of occupier mean more wear, more accidents and less care of the building.
- 4Is there aluminium composite panel (ACP) cladding on the outside of any building? Some ACP cladding burns readily, so insurers ask about it on every building.
- 5Is any property, or part of one, empty or unused right now? Most policies limit cover for empty buildings unless the insurer agrees otherwise.
- 6In the last 5 years, has there been any loss, damage, injury or liability claim, whether insured or not?Uninsured losses show how the property is looked after.

Minimum cover
What sets the limit
We know of no law that sets a minimum public liability limit for a property owner in Australia. The limit usually comes from the people the owner deals with.
- Lenders
- A loan secured on the property often requires public liability cover at a set limit, with the lender noted on the policy. Check the loan terms.
- Leases
- A lease may set the limit the landlord must carry for the common areas, as well as the tenant's own cover. Check each lease.
- Councils and owners corporations
- A council licence or an owners corporation may ask for a set limit. Check any licence or by-laws that apply.
A summary, not advice. Check each loan, lease and licence before setting a limit.

Questions about the property owners fact finder.
- Is the property owners' fact finder really free?
- Yes. Answer it on the page as your client would, then download it as a fillable PDF with your logo, with no login and no email. Sending it to a client as a link comes with a free 14-day trial.
- Which insurers' forms does it fill?
- Property owners forms from Axis (business package and liability), Arch (property owners liability), Pen (property owners renewal, commercial property, vacant property and property survey) and Agile (vacant land liability). It also fills the general public liability, property, cyber and management liability forms, from insurers including CFC, Chubb, DUAL and Pen. The page shows how much of each one it fills.
- Is there a minimum limit for property owners?
- Not in law that we know of. Lenders, leases, council licences and owners corporations usually set it, so the fact finder asks your client what each one requires.
- Does it cover empty buildings and vacant land?
- Yes. If a property is empty it asks how long for, what it was used for, how it is secured and how often it is checked. Vacant land is one of the property types your client can tick.
