What it asks
The questions underwriters ask, in plain English.
Each one comes with a line saying why it's asked, so your client answers fully the first time.
- 1Is the provider registered with its regulator (such as the CQC, Ofsted, the Care Inspectorate or CIW)?Insurers only cover a registered service. They also read the latest inspection.
- 2How many beds are you registered for?Beds are how care home insurers measure size.
- 3Do you look after any residents' money?Handling residents' money brings a theft and fraud risk.
- 4Are records about residents' care kept, easy to find, for at least 20 years?Abuse claims can be made decades later.
- 5Are hot water and radiator or pipe surfaces kept to no more than 43°C?Scalds are a common care home claim.
- 6Do you know of any incident or allegation of abuse that could lead to a claim?Anything known before cover starts is excluded unless declared now.

Minimum cover
Compulsory cover for care homes
The law sets one minimum for every care home with staff. Public liability and abuse limits are set by contracts, not the regulator.
- Employers' liability (GOV.UK)
- Most employers must hold employers' liability insurance from an authorised insurer covering at least £5 million, from the day they take on staff. GOV.UK lists the exemptions.
- Local authority contracts
- Councils and the NHS usually set the public liability and malpractice limits a home must hold to take their placements. Check each contract.
A summary, not advice. The employers' liability minimum applies across England, Scotland and Wales.

Before you ask
Questions about the care homes fact finder.
- Is the care homes fact finder really free?
- Yes. Answer it on the page as your client would, then download it as a fillable PDF with your logo, with no login and no email. Sending it to a client as a link comes with a free 14-day trial.
- Which insurers' forms does it fill?
- DUAL's care risks form and Travelers' abuse questionnaire. It also fills general cyber and management liability forms, from insurers including CFC, Chubb, DUAL and Travelers. The page shows how much of each one it fills.
- Is there a minimum limit for care homes?
- Only for employers' liability, which the law sets at £5 million or more. Councils and the NHS usually set the public liability and malpractice limits in their contracts, so the fact finder asks your client what they need.
- Does it ask what insurers need for abuse cover?
- Yes. It asks about a named safeguarding lead, intimate care guidelines, restraint training, complaint handling and how long care records are kept. Most liability policies exclude abuse unless it is added.
